The Doctor and Jo Grant visit their old enemy the Master, who is the sole inmate of a top security prison on a remote island off the south coast of England. Local shipping has been plagued by a series of tragic accidents and several ships have been lost. Joining forces with Captain Hart of the H.M.S. Seaspite naval base, the Doctor learns that there have been garbled reports of sea monsters. Colonel Trenchard, Governor of the Master's prison, believes that the ships are being attacked by enemy spies. The Master himself seems to be a reformed man and claims to have turned away from his life of crime.
Nothing could be further from the truth. The Master has in fact made contact with the Sea Devils, aquatic cousins of the prehistoric Silurian race encountered by the Doctor some time ago. Having slept beneath the sea for millions of years, the Sea Devils have awoken and intend to reclaim what they consider to be their planet. Aided and abetted by the evil Master, who will stop at nothing to take revenge on those who imprisoned him, the Sea Devils plan to eliminate the human race, a species they regard as nothing more than upstart apes...

Strange things are happening in the waters outside Great Britain. The doctor is visiting the Master in his prison and while there becomes aware of ships dissapering in the nearby waters. Of course, the Doctor suspects the Master, but the truth is much more complicated. A race of lizard creatures, the Sea Devils, distant relatives to the Silurians, have awoken and wants the earth back.
This is one of Pertwee's finest stories as the Doctor. The plot is exciting, utilising some excellent locations, especially the old seafort and a genuine army base. The master is his evil self, excellently acted by Roger Delgado, though his presence feels like 'filler-material'. The swordfight between him and the Doctor is a prime example. Other than that it's a great epic of a story, with a good script and good acting. The score is rather strange, heapings of bleeps and bloops, but since I'm into that kind of music it's a rather nice experience that might take some time getting used to. The Sea Devils themselves looks great, though its quite obvious that the actors are basically wearing the head as a hat! Who cares anyway? They're rubbermonsters! And quite good ones too. See it. Please.

The Time Lords choose the Doctor for a special task - a mission so secret that neither the Doctor or his assistant Jo Grant know the true nature of their assignment...
For in the future, the planet Solos is claiming independence from Earth's vast galactic empire. A huge space station - Skybase - orbits the planet, forming a bridgehead for the empire's control of Solos, and is commanded by the Marshall, who is determined to retain his power over the planet at any cost.
Solos's atmosphere is poisonous to humans in the daylight, and the Marshall is behind secret experiments to change the planet's atmosphere into one more similar to that of Earth. But down on the planet changes are happening amongst the native population. A disease that causes mutation has appeared and is spreading fast.
The Doctor finds himself in a race against time to save Jo's life, to find a solution to the mutants, to complete the Time Lord's mission, and to thwart the Marshall's plans...
